BaidiCheng (White Emperor City) is situated at the entrance of Qutang Gorge, north of the Yangtze River on Map of China. The mini city sits on top of Baidi Hill and has many temples and gates. It is within the boundary of Fengjie County, Chongqing. BaidiCheng is surrounded by water on three sides, and by mountains on the left side. Standing among magnificent and steep mountains and waters, BaidiCheng is extremely beautiful with imposing images. There are nearly 1000 steps to reach the top of the mountain—BaidiCheng Top. From there, the view is that of the majestic Kui Gate (the western tip of Qutang Gorge) and the Caoting River winding down from BaidiCheng Mountain into the Yangtze River.

The general claimed himself the King of Shu and called himself the White Emperor, because he saw a dragon-like white fog rising from the mountain. Then he named the capital city the White Emperor City. The present White Emperor City was repaired in the Ming and Qing Dynasty (1368 - 1911). Since the water level has risen due to the Three Gorges Dam Project, White Emperor City has become an isolated island surrounded with water.

The White Emperor City China has long been a refuge for would-be kings and poets, who have traveled here to be inspired by the majestic views of Qutang Gorge.?It has also been said that someone saw a white dragon, the symbol of the Emperor come out there, and the warlord Gongsun Shu thought this was a fortuitous sign, and declared himself Emperor of Chengja.
